Racial profiling, meaning the use of data on nationality, ethnicity, etc. to assess potential threat of a person and to make law enforcement decisions, is a prohibited form of discrimination. International human rights bodies have repeatedly called Russia to abolish this practice and to pay attention to the threats to human rights posed by the use of new technologies such as facial recognition in the law enforcement.
This report compiles examples of the use of racial profiling in the activities of Russian law enforcement agencies, and concludes that it is necessary to introduce safeguards into Russian law over the use of new technologies to process personal data, including those collected through fingerprinting and mandatory genomic registration.
